Separate run costs from change costs. Run includes subscriptions, hosting, technical operations, functional support, security, monitoring and business super-users. Change includes projects, testing, integrations, data migration, training, temporary capacity and stabilisation.

Identify hidden costs: custom-code maintenance, unused licences, duplicate tools, incident-related downtime, manual reconciliations, shadow IT and business time spent on workarounds. Assign cost owners and avoid double counting internal labour.

For a board-ready view, model annual cash outflows, one-off implementation investment, recurring service charges, contingency and plausible transition overlap. Document assumptions explicitly rather than presenting a single precision-looking number.

Compare options on the same horizon

Compare scenarios over five to seven years using a consistent scope: retain and optimise, modernise selectively, or replace/transform. Include inflation and contractual escalators, currency sensitivity, renewal and exit costs, and the operating model after transition.

Calculate both financial cost and operational exposure. A low-cost option with fragile controls, constrained growth or high dependency on a few specialists may be more expensive in risk-adjusted terms.

Decision checklist: Is the baseline reconciled to finance? Are internal costs included? Have transition and dual-running costs been modelled? Are service levels and volumes comparable? Who owns benefit delivery? What happens if the timetable slips?
